Vest Lead

Is it legal for a an official to build a car to race at a track at which he officiates?
We race at a local midwest short track. It is widely known that a track scorer has built a very competitve car that we compete against on a weekly basis. This car is leading in points. It is less widely known that this official works on the car in question during the week. Is it legal for a track official to have such a vested interest in a car that races at a track at which he officiates?
All of the tracks around where I live at dosen't allow it. I don't think that would be fair to the other drivers.
Compilation of 18 performances starting with the Point Theatre in Dublin with Michael Flatley and Jean Butler, to Radio City Music Hall and ending in Geneva Switzerland. Cover disc and insert are in mint condition...
