How do I shrink 100% Cotton?

I bought this jumper from American Apparel, and I haven't got the chance to wear it yet because it was too big for me. My washing machine actually doesn't have hot water, so can I just soak the jumper in water and turn the heat to high in my dryer machine?

yes, but what I would do is just fill a large bucket with hot tap water and wash the jumper on the small load by itself.
Then put in dryer. The dryer is what does the most of the shrinking not the water.
It might take more then one wash cycle and dry cycle to completely shrink.
Don't put it in the dryer for a extremely long time thinking it will just keep shrinking.
It can get so hot that it can actually melt little holes in the fabric.
So 2 wash/drys it will shrink.
